Moldova is splitting its state railway Calea Ferată din Moldova (CFM) into an operating company and an infrastructure manager, as the railway transport law provides; the step is also part of Moldova's commitments under the reform agenda of the 2025–2027 growth plan. A first government decision, reported on 11 February 2026, approved the founding of the fully state-owned joint-stock company CFM Pasageri și Marfă for passenger and freight services; it takes over rolling stock and transport-related liabilities, while track, stations and land stay with the state and privatisation is expressly ruled out. On 9 September 2026 the government approved the draft law for the final phase, in which the infrastructure unit becomes the joint-stock company CFM Infra and the restructuring is to be completed by 31 December 2026.
