Portuguese parliament passes reform of Court of Auditors oversight

- On 21 Oct 2026 Portugal's Assembleia da República passes in the final vote the new organisation and procedure law of the Court of Auditors
Public contracts only need prior review above €7.5m (notification duty above €950,000); managers are financially liable only for intent or gross negligence
The reform shifts control of public spending from prior approval to after-the-fact audit and separates the oversight, audit and judgment functions. The government promises faster decisions and more public investment (ECO, 21 Oct 2026).
