- On 06.10.2026 the Spanish Council of Ministers re-adopts two decrees on the housing crisis after Congress repealed the previous versions on 02.10.2026.
New elements are €10bn for ICO loans towards down payments on a first home and €400m for social housing providers; tenancy extensions, the eviction freeze and limits on purchases by investment funds remain, and the decrees still have to be validated by the Diputación Permanente.
The ICO loans are meant to give buyers with a stable income but no savings up to €50,000 for the down payment; anyone who later sells the home may raise the price only in line with inflation. Tenancies can still be extended by up to two years, protection from eviction for vulnerable tenants runs until 2030, and €280m is earmarked for industrialised housing construction. Because the Cortes were dissolved after the rejection (snap election on 29.11.2026 according to ČTK), the Diputación Permanente decides on validation (RTVE, 06.10.2026; second source: ČTK/České noviny, 06.10.2026). Update (17.10.2026): According to press reports the Diputación Permanente is due to take up the two housing decrees on 12.11.2026, the day after the general strike for housing and ahead of the campaign for the 29.11. election. The government has 35 votes there against 34 from PP, Vox and Junts; the rent-extension decree would lapse on a 34-34 tie with the PNV voting no (Moncloa.com, 17 Oct 2026).
