Tallinn approves route for new Pelguranna tram line

· Transport / rail

Location
North Tallinn: Kopli – Pelguranna, via Pelgulinna, Sitsi, Karjamaa and Kalamaja, terminus near Stroomi Beach · 🇪🇪 Estonia
Project
Tallinn: Pelguranna Tram Line (Kopli–Stroomi)
Investment
approx. EUR 27 million construction cost (earlier route variants were estimated at up to ca. EUR 33 million incl. ca. EUR 20 million EU share); EU co-funding is conditional on completion by end of 2029
Status
In planning / design phase (final route approved by city government in September 2025; construction was originally slated to start in 2027)

The new line will run from the Kopli freight-yard corridor near the Krulli tram stop, via the route at the Ristiku Street overpass, across Sõle Street, and along the Putukaväil ("Pollinator Highway") corridor to Kolde puiestee near Stroomi Beach; it will serve the North Tallinn districts of Pelguranna, Sitsi, Pelgulinna, Karjamaa and Kalamaja. In September 2025 the city government approved the final, cheaper route variant (approx. EUR 27 million instead of the earlier EUR 33 million) since no private land needs to be acquired. EU funding is conditional on completion by end of 2029. Note: the English Wikipedia list labels this project the "Pelgulinna" extension, while official sources and local press call it the "Pelguranna tram line" — very likely the same project, named after different districts it passes through/terminates in.
