Event
On 9 Oct 2026 Estonian Energy Minister Erkki Keldo sends a draft regulation on the "Tuulehoo preemia" (Wind Speed Bonus) for approval

Municipalities could receive up to €5m if their plans foresee at least five wind turbines; half after the plan is established, half once building permits are issued

The bonus is meant to raise municipalities' readiness to plan and permit wind farms and can be used for schools and public buildings, pedestrian and cycling paths or local projects. It is a draft regulation and has not yet been adopted (ERR, 9 Oct 2026).
