- On 18 Jun 2026 the Estonian parliament passes a nuclear energy act by 63 votes to 10
Building a nuclear power plant will require a parliamentary decision; the regulator starts work on 1 Jan 2027 and a national decommissioning fund is created
The act sets up a phased licensing system of preliminary assessment, construction licence, testing licence, operating licence and decommissioning licence; the regulator will be the Consumer Protection and Technical Regulatory Authority. Operators bear full responsibility for the plant's safety and for costs at the end of its life (World Nuclear News, 18 Jun 2026).
