ARCA to build €300m ammunition plant in Põhja-Kiviõli

Turkish defence group ARCA has confirmed through its Estonian subsidiary that it will build a factory for 155 mm artillery shells, mortar rounds and 122 mm rockets at the Põhja-Kiviõli defence industry park in Ida-Viru, at its own expense. Up to 1,000 jobs are to be created and production is to start in 2028; the state provides a 141-hectare plot and contributes up to €10m for access roads, fencing and utility connections (estonia.ee citing ERR, 26 May 2026).
