On 15 December 2016 the European Commission declared "Initial Services" of the Galileo satellite navigation system available; at that point four In-Orbit-Validation satellites (launched 2011/2012) plus several additional constellation satellites were operational. From this milestone onward Galileo offered the free Open Service, the encrypted Public Regulated Service for government authorities, and the Search and Rescue service as part of MEOSAR. The overall programme cost roughly €10 billion by then; the full constellation had grown to 25 launched satellites as of 2024.
