Commission proposes €45bn Ukraine loan tranche for 2027

Up to €13.3bn of budget support, split equally between the Ukraine Facility and macro-financial assistance, with the rest for defence products; provision by 31.12.2027

The basis is the Commission's positive assessment of the financing strategy that Ukraine submitted on 26.10.2026. The Council still has to adopt the implementing decision (European Commission, press release, 30 Oct 2026).
