According to its sponsors the largest investment in Croatian history; about 1,500 permanent jobs once complete and 3,000 roles during construction.
The transatlantic investor group Pantheon Atlas presented the Pantheon AI campus in Topusko, about 45 minutes from Zagreb, at the Three Seas Initiative summit in Dubrovnik on 28 April 2026: 1GW of total capacity (800MW usable IT load), powered by a 500MW on-site solar plant and 8,000MWh of battery storage. The campus itself is to cost €12bn, with construction from early 2027 and full operation in the first quarter of 2029; including tenants' equipment, total investment is meant to exceed €50bn. All figures come from the sponsors, and the second source reports the same announcement (press release via Business Wire, 28 Apr 2026; second source: W.Media, 5 May 2026). Late addition outside the research window. Update (24 Jul 2026): The transmission system operator HOPS has approved the technical blueprint for connecting the 1 GW campus to the grid, which starts the grid connection agreement process; it requires more than €500m of supporting infrastructure (280 km of lines, a 400 kV substation) that will later be transferred to the state. Construction is still planned to begin in early 2027 (bne IntelliNews, 24 Jul 2026).
