On 5 Nov 2025 the European Commission adopted the Sustainable Transport Investment Plan (STIP) alongside its high-speed rail plan, aiming to spur investment in renewable and low-carbon fuels for aviation and shipping. Meeting the RefuelEU Aviation and FuelEU Maritime targets requires about 20 million tonnes of biofuels and e-fuels by 2035, which the Commission puts at roughly €100 billion of investment. By 2027 EU instruments are to mobilise at least €2.9 billion; the main measures include at least €2 billion through InvestEU, €300 million via the European Hydrogen Bank, €446 million from the Innovation Fund and €133.5 million from Horizon Europe. In addition, an eSAF pilot is to launch by end-2025 to mobilise at least €500 million for synthetic aviation fuel. (LOK Report, 5 Nov 2025)
