Bane NOR is building around 10 km of new double track between Sandbukta and Såstad through Moss, including an entirely new city-centre station and the Mossetunnelen (2.3 km) and Carlbergtunnelen (2.7 km) tunnels; once complete, Oslo–Moss travel time will drop to under 30 minutes. Due to unexpectedly extensive quick-clay deposits in central Moss, the cost frame was raised to roughly NOK 17.9 billion in 2021, and the planned opening of the full double track was postponed from its earlier target to 2030 in a 2023 announcement. As of summer 2026, both tunnels have been holed through, the Fjordveien support structure is ahead of schedule, tunnel completion is expected in early 2027, and full site restoration is expected to continue until around 2029. Update (5 Mar 2026): The permanent support structure at the Fjordveien on the new Sandbukta–Moss–Såstad double track is delayed: the 116 piers are now expected to be fully installed only by late March/early April 2027 (main work had been due to run to the end of 2026), the 64 inclined anchors will take beyond 2027, and the Fjordveien will be relocated in 2028. Bane NOR cites a start only in late September/early October 2025 instead of spring 2025, a complex installation with strict quality requirements and time-consuming drilling in steep rock; the lost time is no longer considered recoverable, and safety and quality take priority. The report gives no new overall completion date for the double track. (LOK Report, 5 Mar 2026)
