The agreement links Europe's industrial base with Ukraine's battlefield expertise: a follow-on pact on joint drone/counter-drone production (targeted end-2026), joint anti-ballistic missile development (targeted 2028), plus IP harmonisation and joint ventures between EU and Ukrainian firms.
Signed in Kyiv on 15 July 2026 by Commission President von der Leyen and President Zelenskyy. According to reports (Euronews/Irish Times), €1bn is released immediately and around a further €10bn is being mobilised for drones, FPV systems and air defence.
