Debate over the successor instrument 'SAFE II' for the 150-billion-euro defence loan programme

After the 150 billion euros of the SAFE programme were fully allocated to 19 member states (including approx. 43.7 billion for Poland, 16.7 billion for Romania, 16.2 billion for France), the EU is wrestling over a successor instrument to further finance rearmament. For the European defence industry, this is about long-term certainty of orders and investment within the framework of ReArm Europe/Readiness 2030.

Between 11 February and 10 April 2026, the Council had approved the national investment plans under SAFE I. 19 member states are taking part in SAFE I.
