The Finnish government submits to parliament on 20 November 2025 a supplement to the 2026 draft budget, with funding for train services Tornio–Haparanda and Hanko–Helsinki, the Limingo–Oulu double track and the planning costs of Flygbanan and Östbanan

The proposal provides EUR 1.9 million a year for train services between Tornio and Haparanda, EUR 0.8 million a year (2026–2030) for daily Hanko–Helsinki trains, an authorisation of EUR 199 million for the Limingo–Oulu double track (EUR 10 million allocated for 2026) and EUR 7 million in planning grants for Flygbanan and Östbanan (a re-allocation of previously withdrawn funds); the public finance plan earmarks EUR 2.5 million a year for passenger services in Rauma from 2027, and all three passenger services are to become part of the fully state-funded transport contract from 2030 or during the 2030s.

The supplement to the 2026 draft budget that the Finnish government submitted to parliament on 20 November 2025 funds new transport projects: EUR 1.9 million a year for passenger trains between Tornio and Haparanda and EUR 0.8 million a year in 2026–2030 for daily Hanko–Helsinki services. For the Limingo–Oulu double track it proposes an authorisation of EUR 199 million with EUR 10 million allocated for 2026, and for the project companies Flygbanan and Östbanan EUR 7 million in planning grants, which re-allocates funds withdrawn earlier. Passenger services in Rauma, planned from 2027, are covered in the finance plan with EUR 2.5 million a year; all three passenger services are to move into the fully state-funded transport contract from 2030 or during the 2030s. The supplement also provides EUR 100 million for NATO's PURL initiative in support of Ukraine. (LOK Report, 24 Nov 2025)
