Spanish rail vehicle manufacturer CAF (Construcciones y Auxiliar de Ferrocarriles S.A.) supplied the low-floor Urbos 3 streetcars for the KC Streetcar starter line under a roughly $22 million contract. Final assembly was performed by US subsidiary CAF USA at its Elmira, New York plant to satisfy Buy America requirements, but the vehicle platform and technology originate from CAF in Spain.
Kansas City's KC Streetcar opened its 2.2-mile starter line on May 6, 2016, at a cost of roughly $102 million (later extended). The streetcars used (CAF Urbos 3) were supplied by Spanish manufacturer CAF under a roughly $22 million contract, assembled at its US plant in Elmira, New York. This constitutes documented European industrial involvement via the vehicle manufacturer, even though final assembly took place in the US.
