A study commissioned by the operating municipalities Meßkirch and Sauldorf puts the benefit-cost ratio for an hourly Radolfzell–Stockach–Mengen service at 1.24 (February 2026); the line is to be rebuilt for 80 to 100 km/h, with battery-electric trains, no electrification and 11 intermediate stops, at expected investment of about EUR 116.2 million. The planners' timetable foresees approval and funding procedures by 2028/29, construction from 2030 and opening in 2032 in two stages (Stockach–Menningen-Leitishofen first). The date is a placeholder: only the year 2032 is given, and the order for trains from the state is still open (LOK Report, 4 Mar 2026).
