On 29 October 2025 the federal government adopts the draft act on intelligent transport systems in road transport (IVSG), which regulates the provision of traffic data via the National Access Point (Mobilithek) and implements EU Directive 2023/2661

Road authorities and operators must publish closures, speed limits and roadworks digitally, transport companies must provide occupancy data (including on priority seats for people with disabilities), and all usable electric-vehicle charging points are to be findable centrally; the planned Mobility Data Act is folded into the IVSG.

On 29 October 2025 the federal government adopted the draft act on intelligent transport systems in road transport (IVSG), which anchors the Mobilithek as the National Access Point for traffic data in law and thereby implements EU Directive 2023/2661. Road construction authorities and operators are to report closures, speed limits, bridge and tunnel conditions and roadworks fully digitally; traffic warning service data (for example on wrong-way drivers) must be provided and can be used across borders. Transport companies must supply the vehicle occupancy data they already record for scheduled services, together with data on priority spaces for people with disabilities, and all usable electric-vehicle charging points are to be findable via the platform (AFIR); the Mobility Data Act is not pursued separately but folded into the IVSG. Transport Minister Patrick Schnieder expects better transport planning, more innovation and greener mobility. (LOK Report, 30 Oct 2025)
