Lower Saxony, the state transport authority LNVG and Niedersachsentarif GmbH sign the funding agreement for the "D-Ticket Azubi NI" on 26 November 2025; it applies from 1 January 2026 to apprentices and volunteer service participants

The state covers 20 per cent of the price, cutting the ticket from EUR 63 to EUR 50.40; with an employer contribution of at least 25 per cent plus a job-ticket discount the price falls to EUR 31.50.

Lower Saxony goes further than its coalition agreement, which mentioned only a state-wide apprentice ticket, by offering a discounted nationwide Deutschlandticket. Niedersachsentarif GmbH handles sales while the LNVG manages approval and payout of the state funds. Transport minister Grant Hendrik Tonne points to educational fairness and skilled-labour recruitment. (LOK Report, 27 Nov 2025)
