- Ferrovial Agroman (ES) / Dragados–ACS Group (ES) · Industry
Ferrovial Agroman (ES) has been building Construction Package 4 (22 miles, Tulare/Kern County, contract value approx. $442m) since 2016 via the California Rail Builders joint venture (with Griffith Company). Dragados (ES, part of ACS Group) is prime contractor for the roughly 65-mile Construction Package 2-3 (Fresno/Tulare/Kings County), the core segment of the Central Valley line currently under construction, via the Dragados/Flatiron joint venture.
California's Los Angeles–San Francisco high-speed line (Phase 1) is currently under construction in the Central Valley (Merced–Bakersfield segment), with significant delays and cost overruns versus original plans. Two key construction packages are being built by Spanish contractors: Ferrovial Agroman has been building Construction Package 4 since 2016, and Dragados (ACS Group), via the Dragados/Flatiron JV, is building the larger Construction Package 2-3. This constitutes documented European industrial involvement in construction, although train and signaling procurement remains open (the most recent $3.5bn track/systems contract went in 2026 to a US-led consortium around Kiewit).
