The Spanish-American joint venture Dragados/Judlau (Dragados is part of Spain's ACS Group) built the core tunnel and cavern sections between the 63rd Street Tunnel and Grand Central Terminal under two contracts (2006: $428M tunnel boring with two TBMs; 2008: $506–787M cavern/platform excavation). Swedish contractor Skanska was awarded the project's final major contract in 2018, worth $60.2 million, for track relocation and tunnel portal construction at the Harold Interlocking in Queens.

East Side Access connected the Long Island Rail Road via new tunnels to Grand Central Madison, the new station beneath Grand Central Terminal in Manhattan, opened in 2023 at a cost of roughly $11.1 billion, making it one of the world's most expensive underground rail-tunnel projects. The core underground works were carried out under contracts held by the Spanish-American joint venture Dragados/Judlau (Dragados being part of Spain's ACS Group) for tunnel and cavern excavation, plus a 2018 contract awarded to Sweden's Skanska for track and portal work in Queens.
