The originally listed DB project page (bauprojekte.deutschebahn.com/p/pos) is dead (404), but the project is officially documented via the Eisenbahn-Bundesamt (Federal Railway Authority) planning approval decision of 22 April 2013: "Ausbaustrecke (ABS) 23, Saarbrücken – Ludwigshafen am Rhein, high-speed link Paris-Eastern France-Southwest Germany (POS North), section Neustadt an der Weinstraße – Böhl-Iggelheim", raising the permitted maximum speed to 200 km/h over roughly 11.4 km (rail-km 79.700 to 91.130 of line 3280, Homburg (Saar) Hbf – Ludwigshafen (Rhein) Hbf). Engineering firm SBS-Ingenieure, involved in the project, states the overall ABS 23 Saarbrücken–Ludwigshafen upgrade was expected to be completed in 2019, consistent with the listed date of 15 Dec 2019 (a German timetable-change date); no publicly available source could confirm that exact day specifically for this sub-section.
