- On 6 Nov 2025 in Büsum, the transport ministers and senators of Bremen, Hamburg, Mecklenburg-Western Pomerania, Lower Saxony and Schleswig-Holstein adopt the Büsum list of 43 priority road, rail and waterway projects
The list replaces the Ahrensburg list of 24 projects and is meant to bundle northern German interests ahead of the federal infrastructure fund and the 2040 federal transport plan; it names the A 20, A 23, A 24, the Köhlbrand Bridge replacement, deepening of the Outer Weser and expansion of the Vorpommern main line. The states also demand at least EUR 400 million a year from Berlin for seaports.
The five northern German states have grown their priority list from 24 to 43 projects and aligned it with the new federal funding and the upcoming federal transport plan. The focus is on shifting freight from road to rail and waterways, port links, offshore converter platforms and military mobility; they also agreed to set up a joint platform for the defence industry (LOK Report, 6 Nov 2025).
