According to DVF and Allianz pro Schiene (statements of 14 November 2025), the coalition committee agrees relief for aviation (lower air travel tax, lower air navigation and aviation security costs, 1:1 implementation of the EU quota for sustainable aviation fuels), a toll exemption for electric lorries until 2031 and the switch of import VAT to the offsetting model

DVF considers the aviation measures vital but warns of a funding reservation in the federal budget because all investment projects compete for the same pot; Allianz pro Schiene criticises that railways remain excluded from the industrial electricity price and that a further €3 billion goes into motorways.

According to DVF and Allianz pro Schiene (statements of 14 November 2025), the coalition committee has agreed relief for aviation, namely a lower air travel tax, lower costs for air navigation and aviation security and a 1:1 implementation of the EU quota for sustainable aviation fuels, as well as a toll exemption for electric lorries until 2031 and the switch of import VAT to the offsetting model. DVF also counts the Germany Fund and electricity price cuts among the coalition-agreement goals that must now be implemented and calls the aviation measures vital; it warns, however, of a de facto funding reservation because, after the result of the budget reconciliation session (Bereinigungssitzung), all investment projects compete for the same funding pot. Allianz pro Schiene criticises that railways are left out of the industrial electricity price and keep paying the highest rail electricity tax in Europe, while flying becomes cheaper and electric lorries are exempted from the toll until 2031. It welcomes the higher track-charge subsidy for long-distance and freight services but considers the price rise only softened, not stopped.
