On 31 March 2026 the Hamburg Senate approves a reform of the Hamburg Procurement Act with a collective-pay rule; approval by the state parliament is still pending

By ordinance, contractors are to grant sector-based pay and working conditions above contract values of EUR 50,000 (supplies and services) or EUR 500,000 (construction). Hamburg tenders EUR 340 million of supply and service contracts a year alone; a one-year implementation period applies.

On 31 March 2026 the Hamburg Senate approved a reform of the state procurement act that for the first time anchors a collective-pay obligation for city contracts; the state parliament still has to agree. Sector-specific ordinances will set pay and minimum conditions, applying only from EUR 50,000 for supplies and services and EUR 500,000 for construction. Procedural rules below the EU thresholds are also streamlined. (LOK Report, 1 Apr 2026)
