The builder and concessionaire is Kentriki Odos of the GEK TERNA group. Built entirely on a new alignment, the route directly connects the north–south PATHE axis with the Egnatia Odos, linking Central Greece and Thessaly to West Macedonia, Epirus and the western Balkans. The total budget is around €1.4bn, making it one of Greece's largest road construction projects; it comprises 14 grade-separated interchanges plus two half-interchanges, five twin tunnels and 31 bridges.
