The European Commission has approved a EUR 20 million grant for the ETCS Level 1 signalling upgrade (approval of 27 March 2026 in Brussels); the EU financing decision is expected in October 2026, with disbursement targeted for December 2026.
According to the railway authority GRDA, the European Commission has granted EUR 20 million to upgrade signalling on the Tema–Mpakadan line, which opened in 2024 (commitment of 27 March 2026). Faulty signals currently allow only one train at a time; ETCS Level 1 is meant to enable multi-train operation. After a quality review in May and validation in September 2026, the EU financing decision is expected in October (LOK Report, 14 Apr 2026).
