Italian construction firm Impresa Pizzarotti, in partnership with Israeli company Shapir Civil & Marine Engineering, built Section C of the line, including the 11.6 km Tunnel 3 (Israel's longest tunnel) between Sha'ar HaGai and Mevaseret Zion. Germany's Max Bögl Group (with Hofrey Hasharon) built Section D from Mevaseret Zion to Jerusalem–Yitzhak Navon station, including installation of Bögl slab track.
The roughly 56 km high-speed line links Tel Aviv and Jerusalem, running more than half its length in tunnels and on bridges through the mountains; the final section (Jerusalem-Navon–Ben Gurion Airport) opened on 25 September 2018, with full Tel Aviv-Jerusalem through-service following by end of 2019. Operator Israel Railways awarded key tunnel sections to European firms: Italy's Impresa Pizzarotti built the 11.6 km tunnel near Sha'ar HaGai, and Germany's Max Bögl built the final section into Jerusalem-Navon station. Total cost is cited at roughly NIS 6.5-9 billion depending on the source.
