Definition

Territorial: fossil CO₂ from energy and industry emitted within the country. Consumption-based: the same emissions, attributed to where goods are consumed: emissions embedded in imports are added, those in exports removed. If the consumption-based value exceeds the territorial one, the country imports CO₂ embedded in goods.

Caveats

Consumption-based values rest on trade-flow models and appear with a lag of about two years. CO₂ only, without methane and other greenhouse gases or land use.
