Definition
V-Dem index of the extent to which people are free from state violence and coercion and enjoy liberties: protection from torture and political violence, freedom of expression and religion, freedom of movement, property rights, equal rights for social groups.
Caveats
Based on country-expert assessments aggregated by a measurement model; uncertainty bands are wide. The situation of minorities enters through equal treatment of social groups but is not a separate value.
