On 7 October 2026 the European Commission disbursed €1.24bn from the defence component of the Ukraine Support Loan, to be spent on drones, interceptor drones, drone ammunition and missiles built by Ukrainian companies. The loan, created in February 2026 by Regulation (EU) 2026/467, runs to up to €90bn, with an indicative split of about €60bn for defence and €30bn for budget support across 2026 and 2027; €28.3bn of defence disbursements are planned for 2026 alone, with further payments due in the coming weeks. The Commission says €32.5bn remains available to Ukraine for the rest of the year: €28.1bn under the loan (€15.4bn defence, €12.7bn budget support) plus €4.4bn under the Ukraine Facility. Since 2022 the EU and its member states have provided €228.7bn in support (European Commission, press release, 7 Oct 2026). — Source: https://ec.europa.eu/commission/presscorner/detail/en/ip_26_2094

The Ukrainian government is introducing, on a trial basis for 2026, a European-style ordering model for domestic long-distance rail (PSO): the state reimburses state railway Ukrzaliznycja for the gap between its costs and socially acceptable fares, with an average trip costing more than three times the ticket price. The order volume for 2026 is UAH 16 billion (about EUR 310 million) and covers the main long-distance routes; payments are made quarterly in advance, retroactively also for January and February 2026, and the state audit service DASU checks spending from the start. The aim is to relieve Ukrzaliznycja and gradually end cross-subsidies between rail segments.
🚄 Ukraine opens its first EU-gauge line, Uzhhorod–Chop (Ukraine)

On 5 September 2025 Ukraine opened a new 22 km standard-gauge (1,435 mm) railway line between Uzhhorod and Chop, its first EU-gauge line, built parallel to the existing 1,520 mm broad-gauge track. The roughly EUR 28.6 million project was financed equally by an EIB loan and an EU grant under the Connecting Europe Facility and was completed ahead of schedule despite the war. Since 12 September 2025, through passenger trains have run from Uzhhorod to Vienna, Budapest, Bratislava and Košice without the need to change gauge at the border; electrification of the line is planned for 2026. Update (25 Sep 2026): The electrification of the 22 km standard-gauge line Uzhhorod–Chop is complete, as Ukraine's minister for reconstruction, infrastructure and transport, Mikola Kalašnik, told an economic forum. Next, the second project phase from Chop to the Hungarian border (Zahony) is due by the end of 2026; because the line runs on 3 kV DC while Hungary uses 25 kV AC, multi-system locomotives are needed to cross without changing engines. The electrification project costs UAH 1.3 billion (EUR 24 million) in total, half from an EU grant (Connecting Europe Facility) and half from the state budget and the company's own funds; UAH 285 million (EUR 5.6 million) has been allocated from the state budget for 2026.
