On 23 July 2026, after weeks of deadlock (see the entries of 13 and 15 July), EU member states adopted the 21st sanctions package against Russia. It contains 218 additional listings — 48 individuals and 170 entities, the highest number since the war began — including 94 banks and major financial institutions; more than 100 Russian banks in total are now subject to a transaction ban plus a prohibition on using financial messaging services. Of 56 listings targeting the military-industrial complex, 37 are directly linked to the production and supply chain for long-range drones. The oil price cap adaptation agreed in the 18th package is suspended for a full year until July 2027; 41 further shadow-fleet vessels are added to the 632 already sanctioned. A one-year, renewable exemption with strict reporting and volume requirements applies to LNG transfers to third countries. 51 entities were listed for helping circumvent sanctions (24 in Russia, 27 in third countries, 14 of them in China). The package also created the basis for a comprehensive entry ban on combatants and ex-combatants of the Russian armed forces, with the Council to decide on entry into force once implementing measures are in place. — Source: https://ec.europa.eu/commission/presscorner/detail/en/ip_26_1680

On 1 July 2026 Russia closed most border crossings to Finland, Estonia and Latvia, but freight trains are exempt. Finland has nevertheless decided to end rail imports at the end of July because Russia raised customs duties on goods shipped to Finland eightfold; Finland itself had closed its border with Russia and ended passenger trains in December 2023. Most affected are block trains with ammonia for fertiliser production (not covered by EU sanctions for food-security reasons) that run via the Vainikkala border station and largely go on to Africa through the port of Kotka, plus the freight operator North Rail (Nurminen Logistics) with nine Dr20 diesel locomotives, which specialises in hauling these trains: it has announced redundancies and its survival is at risk. The date is the day of the report; the article does not name the day of the decision.
MOL signed binding heads of agreement on 19 January 2026; the Pančevo refinery, with 4.8 million tonnes of annual capacity, restarted after a shutdown caused by US sanctions. Serbia and MOL signed a shareholders' agreement on 16 June 2026 that applies only if the purchase closes and the US (OFAC) agrees. The OFAC licence for the negotiations runs until 30 October 2026; unconfirmed reports speak of stalling talks, and a purchase agreement has not been publicly confirmed (OGJ, 20 Jan 2026; European Western Balkans, 1 Oct 2026). — Sources: https://ogj.com/general-interest/news/55344522/mol-agrees-to-acquire-majority-ownership-of-serbian-nis-as-pancevo-refinery-begins-start-up-activities · https://balkangreenenergynews.com/serbia-mol-sign-shareholders-agreement-on-oil-company-nis-management/ · https://europeanwesternbalkans.com/2026/10/01/mol-receives-a-new-license-extension-to-continue-talks-on-acquisition-of-russian-stake-in-nis/

The Moscow Central Circle (MCC/MZK), a roughly 54 km ring railway around Moscow, opened on 10 September 2016 and serves urban commuter traffic with connections to the metro and mainline rail. The line is operated with Lastochka ES2G trains based on the Siemens Desiro platform, built by the German-Russian joint venture Ural Locomotives; Siemens also supplied signaling technology (EBI Lock) and a long-term maintenance contract for the train depot - a well-documented European industrial involvement. — Source: https://www.railengineer.co.uk/moscows-new-ring/
